A Distinct System

Under the Canada-Quebec Accord, Quebec sets its own immigration requirements and selects its own immigrants.

The Process

You must first apply to the Government of Quebec for a CSQ. Once approved, you then apply to IRCC for permanent residence, where federal authorities handle medical and security checks.
